Few points of advice-
if you're going to sketch out the outlines, do that as a rough layer, and do a final outline on a layer above-they should have really clean, thick lines. If you're having trouble with the brush control required, use the pen tool instead and play with the paths (or paint it in flash...) The outlines should also be colour (All the ones I've noticed seem to be the colour of their body with the balance turned down a bit, but I don't know if that's a hard rule for all the designs).
